Internet Email not being delivered and/or Internet Services application stops

Internet email is not being delivered as promptly as normal and/or the Internet Services applications stops, but the server is still running.
"White Flag" messages (messages are created, but not sent) are in the "Internet" mailbox. There may be other causes, but this seems to be the predominant cause.
1. Open the "Internet" mailbox (it's a gateway/route). 2. Highlight the "white flag" messages, right click and click "Send". 3. Delete the sent messages. 4. Close the Mailbox. (Internet Services needs full control to send messages.)
